Task Force/Strike Force and Trial Missions

  • The size of spawns in Task Force/Strike Force missions will always be based on the number of players in a Strike Force/Task Force, regardless of whether they are logged on or not.
  • Spawns for Task Forces/Strike Forces no longer have a minimum size that they will not scale below.


8 Person Task Force Example:

  • 8 players begin an 8 player Task Force and then 7 people LOG OFF. The spawns in the Task Force will still scale to the 8 players attached to the Task Force (regardless of whether they are logged on or not).
  • If instead of logging off, 6 of the players QUIT the 8 person Task Force, then the Spawns will scale down to the remaining 2 players on the Task Force.

Feature - Combat Attribute Window

  • This window displays all the character’s current attributes.
  • It can be accessed by clicking on the “Powers” text on the Powers Icon Tray.
  • Players may also access the Combat Attribute window with the following command : “/toggle combatnumbers”
  • Below each attribute is a list of all powers affecting the attribute and the power's contribution.
  • There should be tooltips for every attribute thoroughly explaining them.
  • Each attribute can be sent to the Attribute Monitor window (via right-click context menu)
  • Masterminds can right-click their pet and view their pet’sattributes.

The Attribute Monitor window is a minimalist window designed to be unobtrusively left up at all times.

  • Up to 10 attributes can be monitored.
  • You can drag the window to any part of the user interface.
  • You can right-click on elements to re-order or remove them.
  • If there is a monitored attribute, the window will stay open. If all attributes are removed, it will close
  • If you right-click the buff icons by the health bar the context menu should list everything it’s actually doing.

Game

  • XP Curve Adjustment:
    Enemy XP values (and Influence/Infamy dropped) have been increased across nearly all levels. The size of the increase directly relates to datamined leveling speeds for characters, so levels where characters have found themselves ‘stuck’ or ‘slowed’ will have enemies of that level’s XP increased more than other levels. Enemy Levels with the greatest increase in XP rates are: 13 to 20, and 36 to 50. Other levels have had smaller, but still significant, XP and Influence adjustments. This may mean that characters will find it impossible to do ‘all’ the content of a given level range before outleveling it.
  • Debt incurred for being defeated has been lowered by 20% across all levels.

Tasks

  • Players can now drop missions as often as once every 3 days.
  • Fixed a bug where players that weren’t level 35 or higher could get missions in the Rikti War Zone through the Ouroboros device.
  • Fixed an issue where Task Force/Strike Force members could buy from contacts using cell phones.
  • Fixed bug that caused some flashback missions to spawn enemies for a group size of 8, regardless of the size of the group.
  • Fixed Flashback story arc "Alone In The Darque" – it was not awarding a gold star on completion, or counting for any Challenge badges

Bases

  • Keeping track of what goes in and out of base storage bins has been improved. When you query any of the storage bins in your base (invention, inspiration, enhancement, etc.) they will now show a unified log for anything stored in all shared bins within the base. This change addresses a stability issue with the previous log file system that only impacted extremely large bases.

Powers

  • Ouroboros Portals can no longer be opened in the Ouroboros zone.
  • Ouroboros Portals may no longer be summoned in PvP Zones.
  • Ouroboros Portals will no longer aggro critters.
  • Using your Summon Ouroboros Portal power while your portal still exists should no longer cause the power to fail.
  • Tweaked Group Flight to help alleviate latency issues with the power.
  • Moment of Glory: Removed Health crash and Heal resistance. Reduced Recharge time to 240 seconds (four minutes). Decreased Protection, Resistance and Defense durations to 15 seconds.
  • Flares for Blasters and Dominators range increased from 60’ to 80’
  • The Recharge time for Choking Cloud has been reduced from 90 seconds to 20 seconds.
  • Taunt Aura powers, such as Invincibility, no longer accept Taunt IO Set Enhancements.
  • Increased damage on Force Field Repulsion Bomb. Previously, it was Minor damage (scale 0.1) and it is now Moderate damage (scale 1.0) The Endurance cost of this power increased slightly, as a result of this change.
  • Super Strength Rage no longer has an Only Affect Self period. Instead, it is given a huge damage reduction coupled with the inability to use Temporary Powers for 10 seconds as its ‘crash’ effect. Be careful if using Rage while wearing a disguise, such as a Freakshow Disguise or the Holographic Projector, as this crash will disable those effects!
  • Super Reflexes powers which granted Defense Debuff Resistance were, in most cases, not increasing that resistance when enhanced. This has been corrected. In other words, your Defense slotting will now also increase your resistance to Defense Debuffs
  • Force Field Repulsion Bomb Knockback changed to Knockdown.
  • Force Field Repulsion Bomb now accepts Damage Enhancements
  • Vahzilok Disease should fade after 3 hours now.
  • Nictus Hunter Quantum Array Guns bonus damage against Kheldians is no longer irresistible.

User Interface

  • For Windows Vista Users: Added Vista compatible cursors for when the game is run in Full Screen mode. Vista users will no longer need to use the “-compatiblecursors 1” line in their CoHUpdater.exe shortcut to make their cursor appear.
  • Characters below 10th level cannot send emails.
    • Characters that are not high enough level to send emails can now delete emails they receive.
  • Added two buttons to the Log In screen.
    • Manage PlayNC Account – Clicking this button will launch the default web browser and take players to the PlayNC.com website to add more time or upgrade their City of Heroes account.
    • View Community Website – Clicking this button will launch the default web browser and take players to the City of Heroes website.
  • Auction House
    • Sort by Rarity filter added.
    • Get all Influence / Infamy button added.
  • Combat Channel (found on the Chat tabs)
    • Hit rolls have been added to the text in the combat channel.
  • Context Menu for Buff Icons added (found underneath the Health and Endurance bars, and to the right of the team member list when grouped.)

Veteran Rewards

Inventions

  • Force Feedback Chance for Recharge should no longer display the wrong Icon on the status effect bar.
  • Absolute Amazement: Chance for To Hit Debuff was buffing enemies To Hit Value. This has been corrected and it will now properly reduce an enemy’s chances to hit.
  • Absolute Amazement: Chance for To Hit Debuff when slotted into a pet summoning power would sometimes proc on the caster. This has been corrected.
  • Karma: Defense/Recharge was inadvertently giving global recharge bonuses, rather than adding recharge only to the power in which it was slotted. It behaves correctly now.
  • Dampened Spirits: To Hit Debuff/Endurance Reduction was using an incorrect table lookup to determine its To Hit Debuff value. This has been corrected.
  • Corrected an issue which would prevent you from slotting Dark Watcher’s Despair: Chance for Recharge Slow or Touch of Lady Grey: Chance for Negative Energy Damage if you had Gaussian’s Synchronized Fire-Control: Chance for Build Up already slotted in any power.
  • Endurance Modification IOs were always applying the End Mod value on a single attribute IO. For Multiple attribute IO’s this was not correct! The buff amount from multiple attribute IOs has been corrected they follow the established rules.
  • Fixed an issue which could cause Confusion powers to cause aggro if they were slotted with the Contagious Confusion enhancement.
  • Changed display name of ‘Debilitative Action: Recharge/Immobilize’ to match what it actually does. It is now ‘Debilitative Action: Immobilize/Endurance Reduction’
  • Fixed bad descriptions in Recipes
  • Many cases where the Recipe name did not match the resulting Enhancement have been fixed.
  • Updated display names of all IO Set Bonus powers to be more user friendly.

Server Transfer

  • Clarified Character Transfer warning to indicate that Arena kiosk ratings do not transfer with a Server Transfer.

Graphical Effects

  • Full animation for Whirling Hands (as well as all other powers that share this animation) has been restored.
  • Summoned Snow Beast will no longer play their spawn animation twice when summoned.
  • Oil Slick will now display a ‘Defense Debuff’ graphic effect on targets.

Zones

  • As an exploit fix, experience rewards were removed from Rikti Portals. To compensate for this change, the Rikti Communications Officers who summon them now give greater experience when defeated.
  • Experience and Influence rewards were removed from the Ouroboros Flashback mission “Welcome to Vanguard”

CITY OF HEROES

Powers

  • Scrappers
    • Scrapper Martial Arts Crippling Axe Kick had its recharge time listed as ‘Fast’ when it should be referred to as ‘Moderate’. The help text has been corrected.
    • Scrapper Invincibility was set to use the wrong operator for its Taunt Aura. This has been corrected and should be back to its I10 effectiveness.
  • Blasters
    • Energy Blast Power Bolt for Blasters had a 5% chance to not deal the smashing portion of its damage. This has been corrected -- it should now always do the smashing damage, assuming the power hits a target.
    • Devices Auto Turret did not have a Defiance modifier active. This has been corrected. It now adds ~39% damage buff when successfully cast.
    • Devices Web Grenade now properly stacks its Defiance modifiers.
    • Repaired Ice Blast Blizzard for Blasters. Its Endurance Crash was inadvertently removed.
    • Blasters irresistible damage in PVP reduced from 33% to 10%
    • Blaster Fire Sword Circle was inadvertently doing considerably too much damage in PVP after the unresistible damage change. This has been corrected.
  • Defenders
    • Defenders version of Voltaic Sentinel duration set to 60 seconds.
  • Tankers
    • Frozen Aura for Tankers now has a damaging component.
    • Tanker Dual Blade Taunt recharge rate was set to 3 seconds, instead of the 10 seconds all other Tanker Taunt powers are set to. This has been corrected.
    • Increased radius of Ice Melee Frost from 7’ to 10’.
    • Increased radius of War Mace Crowd Control from 5’ to 8’.
    • Decreased radius of War Mace Shatter from 10’ to 8’, but increased its arc of attack from 20 degrees to 45 degrees.
  • Controllers
    • Force Field Repulsion Bomb for Controllers no longer benefits from Containment.

Animations

  • Fixed issue with some Archery and Trick Arrow animations not playing correctly at all times. Specifically if the power required the weapon to be drawn before activating.

CITY OF VILLAINS

  • Masterminds
    • Mastermind Robotics Pulse Rifle Burse was doing Negative Energy Damage instead of Energy Damage. The damage type is now correctly set to the Energy type.
    • The following Mastermind commands have been added to facilitate sending inspirations to your pet.

  • Stalkers
    • Fixed an issue with Stalker Dual Blades One Thousand Cuts that was causing it to have less than desired area of effect. The new radius is 10’.

  • Resolved issue with a shared wristband activation sequence that was resulting in sounds being shared between powers such as Robotics Masterminds and the portable workbench/Ouroboros portal summon.
  • Transitioning from running forward to strafing left or right has been fixed for Dual Pistols.

  • Scrapper
    • Scrapper version of Heightened Senses’ Help text now matches the Help text of the other versions of the power.
  • Blasters
    • Defiance Replaced:
      • Blasters’ earliest abilities come so naturally to them, that they are accessible even in states that normally prevent them from using powers, such as being Held, Slept or Stunned.
      • Additionally, each time the Blaster attacks with a primary or secondary power, they gain a stacking damage bonus for the next several seconds. The amount of the damage bonus and its duration is dependent on the exact power used, with single target abilities generally giving the largest bonus.
    • Voltaic Sentinel now has a duration of 60 seconds for Blasters, and it should fly considerably faster.
    • 12.5 percent increase to Base Ranged Damage.
  • Defenders
    • Voltaic Sentinel should fly considerably faster for Defenders with Electric Blast.

Issue 11: A Stitch In Time!

HEADLINES:

Ouroboros System:
Gain the ability to "Flashback" and travel through time and relive major events from the history of Paragon City and the Rogue Isles.

Dual Blades and Willpower Power Sets:
Tankers, Brutes, Stalkers and Scrappers have access to two new power sets: the offensive set Dual Blades and the defensive set Willpower.

Weapon Customization:
Players can now change their weapons in the same way that they change their costume parts!

New Inventions:
Introducing "Very Rare" Purple invention sets, as well as brand new invention sets for Taunt, Buff and Debuff powers, among others.

Respec Recipes:
There are now recipes in the game that allow you to respecify your character.

Supergroup Size Increase:
The maximum number of members in a single supergroup has been increased from 75 to 150.

New Hair Styles:
There are now a number of new hair styles available for all body types.


OUROBOROS

Mender Silos leads the mysterious Ouroboros. He and his fellow Menders have come from the future to help mend the timestream and prevent a great calamity.

Characters that have previously been exposed to Time Travel (via such things as Recluse's Victory, the Ubelmann arc, the second Arachnos Patron arcs, etc.) are granted the "Entrusted with the Secret" badge. This badge gives them access to the Ouroboros Portal power. This is a targeted, close range power that will summon forth a portal that will take anyone who clicks on it (who is over level 25) to the Ouroboros Enclave.

You can use an Ouroboros Portal cast by someone else. Completing any mission gained in the Ouroboros area will also grant you the "Entrusted with the Secret" badge and the Portal power. This includes the historical missions available there and the missions from the Pillar of Ice and Flame. Thus characters who have yet to be exposed to Time Travel normally need only use a portal cast by someone who already has it to gain access to the Enclave and earn their own portal.

Once you have arrived in the Ouroboros Enclave we encourage you to talk to The Pilgrim, as he can give you a tutorial on how time travel within the Ouroboros Enclave works.


FLASHBACK!

Characters can use the “Aspect of the Pillar” in the Ouroboros Enclave to re-visit (or visit for the first time) any Story Arc that has a Max-Level lower than their Stature level. Stature levels are incremental ranges of 5 levels after the first Level 1-15 Stature level band (i.e. 1-15, 16-20, 21-25, etc). You can also choose to flashback to missions where a badge is rewarded at the end.

When using the Aspect of the Pillar, the character and the rest of their group will be put into Task Force (or Strike Force) mode for the remainder of the Story Arc. Characters may log off and log back on and will still be on the team, but characters that leave the team may not re-join, and new characters may not join the team once the Story Arc has begun.

When selecting a Mission at the Aspect of the Pillar, the interface is separated into ranged level increments called Stature Levels. These are named appropriately for easy reference. The Story Arcs are all named according to the name given in the final Souvenir Clue for that Story Arc. Any Story Arcs your character has completed are marked with a star. You may select to activate several Mission Parameters when starting the Story Arc. Selecting these, and finishing the Story Arc, will award badges for that Stature Level and those Parameters at which you succeed.

After you choose the mission and select parameters you will be given a waypoint to the Aspect of the Pillar. Clicking on this will transport you to the Contact in the world that gives out the rest of the missions in the Story Arc. This Contact acts as a Task/Strike Force contact, and is not permanently added to your Contact List.


NEW POWER SETS!


Dual Blades

Scrappers/Tankers/Brutes/Stalkers now have access to the new Dual Blades offensive powerset. This is a Primary powerset for Scrappers, Brutes, and Stalkers, and a Secondary set for Tankers.

Dual Blades powers have a special Combo system inherent to them. These are executions of three different powers in a row that will give your character an advantage (either a self buff or a debuff on your enemies). Read the power descriptions to see if a power starts, continues, or ends a combo.

The interface will put an orange circle around the next power in the combo that needs to be executed within a short amount of time. If you fail to execute the power, then the combo is lost and you must start over. If any of your attacks miss, the combo will fail and you must start over.

Willpower

Scrappers/Tankers/Brutes/Stalkers now have access to the new Willpower defensive powerset. This is a Secondary powerset for Scrappers, Brutes, and Stalkers, and a Primary set for Tankers.

These powers bring with them a combination of Resistance, Defense and Regeneration effects.


WEAPON CUSTOMIZATION

All "Weapon" based Primary and Secondary powersets, as well as the powersets for Masterminds that include drawn weapons, can now take advantage of Weapon Customization.

Simply visit any tailor (Hero side) or facemaker (Villain side) and you will notice that there is now a "Weapon" category in the costume creator. Here you can select from a variety of different looks for your weapon(s).

These changes are purely cosmetic. They do not alter the actual powers in any way. They all use the same animations, sounds, and have the same power effects. There is no change to the type of damage that a power does, no matter what the weapon looks like.

Weapon models are restricted to those that look good with the animations of that powerset. If a set's animations are stabby, then the weapons will be stabby-types. If a set's animations are slicey, then the weapons will be slicey-types.

Certain weapons can be unlocked via earning a badge. These are weapons that are signature to certain enemy groups like Rikti swords or Family tommy-guns. Earning badges appropriate to those groups will unlock those weapons, provided you are of the appropriate Powerset to use the rewarded weapon.

Vanguard has made some of their signature weapons available to their members. Be sure to visit the Vanguard Merit redemption machine to see what is available.

INVENTIONS

Several of the power effects left out of the initial round of Inventions have been given Invention Origin Sets, including one Rare set. These recipes have been added to the drop tables where appropriate.

We have now included Very Rare recipes to the rewards given by defeating foes. These are hard to come by (only dropping from level 50 foes), but carry with them exceptional rewards. The bonuses they give are higher than the normal Invention bonus for a level 50 IO.

Each one of these Very Rare Inventions is unique. You can only slot 1 of each Very Rare per character.

Other Invention Changes:

  • You can no longer build a costume piece recipe if you already have that costume piece on that character.
  • Added rare Respec Recipes that grant characters the ability to respecialize (respec) their characters at any time. When this recipe is crafted the character gains an additional respec token. If a character already has a free respec waiting to be used, they cannot gain another one via a Respec Recipe.

Powers

  • Added “Assemble the Team”, the 42 month veteran reward power. This power works like Recall Friend, but affects the entire group at once and has a 30 minute cooldown.
  • Adjusted Cast Times on Assault Rifle Burst/Slug for Blasters and for Corruptors.
  • Reduced the cast time on Phase Shift
  • Changes to some Archery/Trick Arrow animation lengths and attack times (Most of the powers are now slightly quicker)
  • Fixed many issues related to reduced archery animation times while flying.
  • Adjusted Cast Times on Archery Snap Shot. It’s about 2/3rds of its previous value.
  • Standardized cast time for powers using the Greater ____ Sword animation, including War Mace Shatter. Note that several critters will be attacking slightly faster with this power now.
  • Corrected the combat message for Trick Arrow Disruption Arrow. It no longer incorrectly refers to the caster as being debuffed.
  • Corrected Long Help Text on Blinding Flash. It no longer refers to itself as doing Moderate Damage in one place, and Light damage in another.
  • Corrected short help text for the pool power Jump Kick.
  • Telekinetic blast is now known as Telekinetic Blast.
  • Fixed a typo in the text of the Galvanized effect.
  • Build Up procs stack with the Build Up power
  • IO’s which grant Knockback Protection stack with one another
  • Signature Level ‘pets’ (friendly NPCs in missions) health and damage increased, and should all correctly display their Class now.

Supergroups:

  • The Maximum membership of a supergroup has been increased from 75 to 150.
  • It is once again possible to create a supergroup starting with “The”.

Graphic Effects:

    • We standardized the activation times for all of the first and second tier powers in each Blaster Primary set. For example, in Energy Blast, this would be Power Bolt and Power Blast. All first tier powers now have a 1-second activation time and all second tier powers now have a 1.67-second activation time.
    • Powers shared by Blasters (Defenders, Dominators, Corruptors) were similarly improved. In any case where the change would not be an improvement for those other Archetypes, the change was not made.
  • Increased damage on Blaster Snap Shot and Aimed Shot. Increased recharge time on these powers to 3 seconds and 6 seconds respectively.

This version includes a new chat command.

/ignore_spammer

By using this command, a user will let our customer support know that they consider the person they added to their ignore list as one that is “spamming.” For example, if a player receives an in-game tell advertising for a real money trade web site, they can use the /ignore_spammer command, followed by the name of the character they received this advertisement tell from to put them on ignore.

Ideally, the user can then follow up with a /petition to also let us know of the disruptive behavior via that method.

The skies over Paragon City are filled with dark, grey thunderheads. It is the same in the Rogue Isles, Europe, and across the globe. Small ships dart through the heavy weather … and there are so very many of them.

The Rikti have returned.

HEADLINES:

Rikti World Invasion: The Rikti have been fought off before. But now, prepare for a desperate battle to save Earth from the new Rikti Invasion Force! Aggressive Rikti forces can attack Paragon City and Rogue Isle areas at any time and with little warning!

Rikti War Zone: Heroes and villains are asked to put aside their differences and co-operate to assist Vanguard, the all volunteer force funded by the United Nations Security Council, to stem the flood of Rikti and their attempts to salvage their downed Mother Ship. Earn Vanguard Merits to obtain new costume items and other cool stuff!

Rikti Co-op Task Force: Lady Grey, leader of Vanguard, has a series of missions for a proven team of superpowered individuals, security clearance 45 to 50, designed to take the fight to heart of the Rikti Invasion!

INVASION!

“The Rikti Return! The Vanguard needs YOU! All super powered beings are encouraged to join the effort! This isn’t about your history, but about OUR future. Join now.”

  • The Rikti have somehow found a way to bridge the dimensional gap between their world and ours once again and are staging raids on Paragon City and the Rogue Isles.
  • When Zones within the cities are under attack, a world-wide alert will be issued by Vanguard. This alert will show up in your Chat window, warning you in which zone attack is imminent.
  • While the invasion is occurring, players do not receive debt while outdoors in an invaded zone.
  • Those in that zone that do not wish to be at risk of Rikti attack are asked to take shelter immediately. They can do so by leaving the zone, or moving inside buildings or under cover (overpasses, parking garages, etc.).
  • Rikti bombs appear to be unstable and not 100% reliable. Some do not explode on impact and only embed themselves in the ground. These bombs have been noted to detonate after a time, so take caution when you see these. They can be disarmed or delayed by inflicting damage upon them.

Revamped Zone: Rikti Crash Site is now Rikti War Zone

The region previously known as the Crash Site has erupted into a War Zone! All non-combatants are advised to stay well clear of the area!

This zone is now co-operative, Heroes and Villains can both enter into the zone and team together while here. Heroes and Villains cannot fight against each other in this area. They will both arrive into the zone in the Vanguard Base that has been established there.

Entry points can be found in Vanguard Bases in the following zones:

  • Paragon City:
    • Atlas Park
    • Founders Falls
    • Peregrine Island
  • Rogue Isles:
    • Cap au Diable
    • St. Martial
    • Grandville

The SWAT entrance from Crey’s Folly is sealed.

  • The zone is now scaled for levels 35 to 50.
  • While in the Rikti War Zone, debt obtained will be 50% of normal.
  • When you enter the zone, Levantera, one of the directors of Vanguard, will be auto-issued to you as a contact. Complete her missions to get a feel for the area, as well as be inducted as an honorary member of Vanguard and be able to obtain merits.
  • Borea has repeatable missions for you in the Rikti War Zone.
  • Other characters that have missions available are Gaussian, Dark Watcher, and Serpent Drummer. They can all be found in the Vanguard Base
  • By joining Vanguard you will earn Vanguard Merits for defeating Rikti as well as completing missions for Vanguard. These Merits can be exchanged for Costume Pieces (of the Vanguard Armor), as well as some other cool stuff. The device for purchasing these items are special crafting tables located within the Vanguard base. Vanguard Merits can not be used at other crafting tables.
  • You can view Vanguard Merits earned from the Salvage window under the Special Tab.

Rikti Co-op Task Force:

The UNSC backs Vanguard for billions. With the second Rikti invasion bearing down upon us, the United Nations Security Council has essentially given Vanguard a blank check to cover the costs of fighting the Rikti, “We don’t have time to haggle over budgets,” says a senior level official in the UNSC. “Vanguard has always been about defeating the Rikti, no matter what. We fully support Lady Grey and her team.”

  • Lady Grey gives out a Strike/Task Force for 8 super powered individuals with security clearance from 45 to 50. The mission attempts to stop the Rikti before they can get a foothold in our dimension. Be wary, the Rikti are single-minded in the pursuit of their objectives!


Take the fight to the crashed Rikti ship!

  • The Rikti have erected energy pylons throughout the area surrounding their crashed ship in the Rikti War Zone. Vanguard engineers have discovered a way to detect Rikti Pylons. To view waypoints to these pylons, check the ‘Special’ option in your map display window.
  • Destroying all pylons before the Rikti can replace them, will lower the shield on the Rikti Mother Ship in the zone.
  • Heroes and Villains are asked to plant explosives inside the ventilation systems of the ship to cripple the Mother Ship repair effort the Rikti have in progress.
  • Once enough bombs are planted, the Master at Arms will arrive to clear out non-Rikti interlopers!
  • Characters that participate with this will be rewarded with Vanguard Merits.


Rikti Villain Group Revamp

  • The Rikti Villain group has undergone an art and powers revamp.
  • The new art vastly upgrades the look of the Rikti and now allows us to use more animations with the Rikti soldiers.
  • One major change is the Rikti swords now have a ranged energy weapon in them, allowing them to use both melee and ranged attacks without switching weapons.

Powers

Added support for villain archtypes for Kheldian inherent bonus powers. Here is the new help text:

  • Kheldians naturally thrive off the energy and essence of their teammates. Warshades’ absorbing nature allows them to draw on the power of their teammates’ power to increase their own. Your Damage Resistance will increase for each nearby Tanker, Mastermind, Corruptor or Defender teammate. Your Damage will increase for each nearby Scrapper, Stalker, Brute or Blaster teammate. Finally each nearby Controller or Dominator teammate will grant you limited Protection from Control effects. You cannot put Enhancements in this power.
  • Kheldians naturally thrive off the energy and essence of their teammates. Peacebringers’ metamorphic nature allows them to bring balance to their team. Your Damage will increase for each nearby Tanker, Mastermind, Corruptor or Defender teammate. Your Damage Resistance will increase for each nearby Scrapper, Brute, Stalker or Blaster teammate. Finally each nearby Controller or Dominator teammate will grant you limited Protection from Control effects. You cannot put Enhancements in this power.
  • Jack Frost pets and Animated Stone pets should be more willing to engage in melee combat due to a change to their AI values.
  • Crey Juggernauts will turn off their Personal Force Field after 15 seconds rather than leaving it on indefinitely.
  • Bitter Ice Freeze Ray’s attack time has been shortened from 3.7 seconds to 2.5 seconds for both Blasters and Corruptors.

Critter Powers

  • Critters with area of effect Confuse powers have had the duration of those powers greatly reduced.

Power Effects

  • Graphical Effects for Ice Armor powers have been modified to improve performance by reducing redundant effects.

This version of the game contains mostly corrections, bug fixes and quality of life changes. We are always concerned with keeping the game as bug free as possible. Invention

Set bonuses were not being granted correctly to players that were exemplared. A set bonus was being removed if a player exemplared below the level at which the set enhancements were slotted. This has been corrected. As of now, a set bonus will be lost while exemplared only if:

  1. The power the set is slotted into is no longer available to the exemplared character.
  2. The character exemplars below the level that the set enhancements can be slotted. For example, the set bonus from a set of level 25 enhancements will be lost if the character exemplars to level 21 or below, even if the power is still available. The non-set bonuses of the enhancements still apply in this case.

Added the text "(Recipe)" to the description of Enhancement Recipes so players can tell if they are viewing the Recipe or an the actual Enhancement without having to look at the icon.

The following Invention Origin Sets have been changed:

  • Pulverizing Fisticuffs (Acc/Dam/End/Rech) - Accuracy % is now displayed.
  • Lethargic Repose (Acc/Sleep) - Enhance Accuracy was Schedule B, not Schedule A – Fixed.
  • Paralytic (Acc/Hold/Rech) - Enhance Hold was Schedule B, not Schedule A – Fixed

The same is true of Set Bonuses which give Status Resistance. To fix this, all such effects now offer a smaller bonus than their previous value, but will stack up to 5 times
  • All IO enhancements with a ‘proc’ effect will now trigger properly on targets of Area of Effect powers.

Consignment Market

  • Oh for a Comma! Added commas to bid/sell UI (so 1000000 now displays as 1,000,000).
  • The Consignment market no longer worries about case sensitivity in the search feature.
  • Previously, it was possible to create a buy or sell order stack with a negative number, which could not be removed from your transaction inventory. This has been fixed, and existing negative stacks will be deleted. No actual inventory items will be gained or lost.


Rewards

  • Choosing an SO off a choice table while exemplared should no longer result in random level SOs or no SO reward at all.
  • Sidekicked or Exemplared characters in the Invention tutorial should now properly receive their recipe and salvage when choosing it from the reward choice table.
  • Corrected an issue with the 3 hour timer on Task and Strike Force Mission recipe rewards. Previously, the reward choice would be available after 3 hours, but no reward would be granted unless 4 hours had passed.

Tailor

  • Fixed a bug that allowed certain ‘impossible’ costumes. We also added more costume validation to check for them.

Emotes

  • Howl emote has had its sound restored. After using it, players must do something else before playing it again.
  • Drum and Drumlow emote have been given new sounds.

Sound

  • Sound for Mek-Man non-combat pet will now fade off

Bases

  • Fixed bug that could cause ‘ghost items’ in base storage resulting in empty slots that would count as full slots.
  • Fixed a base crash that was caused by adding and removing a lot of stuff from base storage.

Henchmen

  • Changed the -Stealth Escort powers so they do not alert the AI. This should prevent Henchmen from attempting to attack your escortees.

Game

  • Corrected an issue that could cause a crash to occur when trading between characters or adding/removing items from base storage.
  • Fixed a situation that could lead to a client crash

City Zones

  • Bloody Bay: Fixed hole in ground that allowed players to get under the world.
  • Recluse’s Victory: Rewards for defeating the same player will not be given more than once every 10 minutes.

User Interface

  • Added filter to hide recipes that require a recipe but the player does not own. This will alleviate the problem of having recipes show in list at the worktable. The recipe is now included in the ingredients list.
  • Modified store UI to display tooltips for enhancements.

HEADLINES:

Invention System: The Invention System has come to Paragon City and the Rogue Isles. Players can now acquire Recipes and Salvage to build Invention Origin (IO) Enhancements that can never be out-leveled. With Inventions players can now also build Costume pieces and create Temporary Powers.

Universities: These pillars of higher learning can be found throughout Paragon City and the Rogue Isles. They offer courses covering the use of the Invention System, and they provide access to Invention System Worktables that allow the construction of these technological breakthroughs!

Consignment Markets: Where better to buy and sell all of these new items than in the new consignment markets? Wentworth’s Fine Consignments have sprung up throughout Paragon City while the villains prefer to do their bidding alongside “black-market” trucks in various shady places in the Rogue Isles.

Statesman’s Task Force: Eight heroes team up in order to face and defeat Paragon’s greatest enemies! Completing this difficult challenge results in some of the game’s rarest rewards!

New Hamidon Encounter: Villains finally get their own end-game raid encounter with the “Hamidon” and the new experience is also brought to the Heroic side! Players must use new tactics to bring down one of the “City of”s greatest threats.

The Invention System

The Invention System is a new system coming to Paragon City and the Rogue Isles. Players will be able to earn and find common, uncommon and rare Invention Salvage drops that, when combined according to Recipes, create technological breakthroughs that can be used to evolve your character.

  • At level 10, characters can participate in the Invention system by undertaking a brief tutorial at Universities in Steel Canyon (for Heroes) and Cap Au Diable (for Villains).
  • If your character is higher than level 10 we encourage you to also participate in the Tutorial and learn this exciting new system!

The Invention System has many facets to it:

Invention Salvage :

  • There is a new class of Salvage called “Invention Salvage” that drops off of NPC enemies, beginning at player level 4. Invention Salvage drops in addition to any Base Salvage.
  • There are two classes of Invention Salvage: Science/Tech and Magic Salvage that drop from appropriately-themed enemies.
  • There are three rarities of Invention salvage: Common, uncommon and rare. Each rarity is color-coded to denote the difference.
    • Common is White
    • Uncommon is Yellow
    • Rare is Orange
  • Invention Salvage is tiered by level and not all salvage is available at all levels.
  • You can click "Info" on any enemy to see the possible Invention Salvage rewards for defeating that enemy. If there is no list, then Invention Salvage can not be found on that enemy.

Recipes :

  • Recipes are used to make Invention Origin Enhancements, Costume Pieces, or Temporary Powers
    • Invention Origin Enhancements can be used by all characters, regardless of their chosen Origin
  • Recipes can be dropped as rewards from NPC enemies you fight, bought from University Worktables, earned from Trials, Task Forces and Strike Forces or from completing ‘door missions’.
  • The most basic types of Invention Origin Enhancement Recipes can be purchased from Worktables found in the Universities.
  • Like Salvage, Recipes can be common, uncommon and rare and are color-coded to denote the rarity.
  • To use a Recipe you need to find the Salvage ingredients on the Recipe list and go to a University or equipped Super Group base and use a Worktable (aka Crafting Station).

Worktables :

  • Worktables allow players to invent Enhancements, Costume Pieces or Temporary Powers if they have the appropriate Recipe, required Salvage and influence or infamy.
  • Players can craft any item for which they have a Recipe and ingredients, and don’t need to be able to slot a high-level Enhancement to create it.
  • Worktables are found inside Universities, and can also be placed inside a Supergroup Base.
  • Players are able to summon a “Portable Workbench” after earning a Field Crafter Accolade badge. This allows players to craft without having to return to a University or Supergroup Worktable.

Enhancement Sets :

  • Uncommon and Rare recipes can form Enhancement Sets which grant special “set bonuses” when slotted into a single power.
  • Set Enhancements can only be slotted into specific powers that fall within the type of powers that set is for.
    • Examples include Melee attacks, Ranged attacks, Holds, Pets, Flight, Teleport, etc.
  • Enhancement Set Recipes are found by :
    • Defeating NPC enemies
    • The Reward Choice tables for the end of Trials and Task Forces have an option of selecting a random rare recipe from a select pool of recipes.
    • There is a small chance you will get a “rare” recipe when you complete missions. These recipes can only be found completing missions.
  • Set Bonuses are not tied specifically to the power that the Invention Enhancement Set is slotted into. Set Bonuses will always persist, and will boost other powers (i.e. Damage and Accuracy) that your character has.
  • Set Bonuses are temporarily disabled when a player exemplars below the level at which a power was gained, if the power is one that provides Bonuses from IO Sets being slotted. Bonuses are also disabled if a player exemps too far below the level of an Enhancement that triggers the Set Bonus. With the following exceptions:
    • The Power the enhancements are slotted into is unavailable for ANY reason (Exemplaring, shape shifting, Arena settings)
    • Your Exemplared level is below the minimum allowed slotting for that enhancement type. For example, the lowest possible version of the enhancement is level 25 and you are exemplared to level 24 -- you would not gain any set bonuses.
    • You are exemplared to a point more than 3 levels below the level of the slotted enhancement. For example, if you have a level 50 Aegis slotted, and exemplared to level 45, any set bonuses given by that enhancement would cease to function
  • To clarify the use of Invention Enhancements, here are answers to a few common questions:
    • Can you mix IOs from different sets in one power? (yes)
    • Can you slot a specific IO from a set more than one time in a power? (no)
    • If you slot a few IOs from different sets, can you get bonuses from both sets? (yes)

Inventories :

  • Characters have a limited Invention Salvage Inventory which grows as they gain levels.
  • You must have free Invention Inventory slots in order to receive more Invention Salvage rewards.
  • Characters also have a limited Recipe Inventory which works the same way.
  • Characters can unlock Invention Salvage Inventory slots by earning badges.
  • Players have access to external storage areas known as Vaults. (see Vault section below)
